Abstract

I am pleased with the opportunity of speaking before the Buffalo Council Agencies, for yours is a group with which I feel at home. By your training and the character of your work, I feel that you are gifted with the clearest perception of any professional group in the country of the problems which face America’s millions of unemployed. By virtue of that fact I can approach you this evening on a basis of common understanding, for we are all working with the same tools toward common goal.
