Abstract
Let me say at. the outset, speaking on behalf of the AFL-CIO, that we are happy to present our views on civil rights legislation in an atmosphere of what I hope is impending action by the Congress. I am sure as you know we have appeared many times before many congressional committees, under far less promising circumstances.
