Abstract

To spare New Granada the fate of Venezuela and save it from its present suffering are the objects of this report. Consent, my countrymen, to accept it with indulgence, in light of its praiseworthy intentions. I am, Granadans, a child of unhappy Caracas, who having miraculously escaped from the midst of her physical and political ruins, always faithful to the liberal and just system proclaimed by my country, have come here to follow the standards of independence, so gloriously waving in these states.
