In the winter of 1766, Dr. Benjamin Franklin was in London, serving as an agent of the colony of Pennsylvania. By this date he was as familiar with London as he was with Philadelphia, where he had lived for most of his adult life. In fact, Franklin was in London to perform a political service for his home colony: he was to help petition the king of England to take Pennsylvania out of the hands of its proprietors, the Penn family, and take control of it himself.
