Abstract
On March 23, 2010, President Barack Obama achieved one of his administration’s top policy goals when he signed an historic health care reform bill into law. The Patient Protection and Affordable Care Act is one of the most important pieces of social legislation in decades. “We have now just enshrined … the core principle that everybody should have some basic security when it comes to their health care,” Obama declared in his remarks upon signing the measure.
