Abstract

President Woodrow Wilson’s address of January 20, 1914, was delivered during the Progressive Era, when the American government was attempting to regulate big businesses to ensure fair trading practices. This movement had its beginnings under Theodore Roosevelt’s presidency when he passed the Hepburn Act of 1906, which allowed the Interstate Commerce Commission (ICC) to set rates that were subject to court review.
