Abstract

There had been executive orders aimed against discriminatory practices since the time of Franklin Delano Roosevelt’s third term, and the comprehensive Civil Rights Act of 1964 had been quite visibly signed by President Lyndon Johnson, but it was felt that a stronger and more targeted document, specifying that employment discrimination was not to be tolerated, was necessary.
