Headed by Union Army general Oliver O. Howard, to whom this letter is addressed, the Freedmen’s Bureau was tasked with assisting freedmen of the South in finding housing, jobs, displaced family members, provisions, and educational opportunities. The bureau also became legal advocates for African Americans to settle family issues and sign fair labor contracts in the new free-labor market in the South.
