Abstract

The agitator, Chang Meng-kao, who is a son of the clerk Chin Mei, falsely took the surname Chang. Heir to the habitual wicked ways of clerks; he made his living as a specialist in agitating, disputing, and cheating. Initially he induced those involved in legal plaints in various districts to come and lodge at his home, where he would write up and forge official documents.
