Abstract

The problem of floating population is a common problem facing practically all developing countries. According to statistics, China currently has a floating population of approximately 80 million, of which 44 million are temporary residents registered with public security organs. Most of these temporary residents are people from rural areas engaging in industry and trade. The rational and orderly flow of the surplus rural laborers plays an important role in promoting economic development and social progress. It has boosted urban development and construction of some state projects; promoted the development of township and town enterprises in coastal and suburban areas, and the comprehensive development of agriculture; met the demand of enterprises, units, and households in urban areas for the workforce; and played a positive role in improving the quality of life for the peasants by helping poor areas shake off property.
