Abstract

The councilor Zhu Zun has presented a memorial requesting that the severity of the prohibitory enactments against opium may be increased. The sub-censor Xu Qiu also has laid before us a respectful representation of his views; and, in a supplementary statement, a recommendation to punish severely Chinese traitors.
