Abstract

The councilor Zhu Zun has presented a memorial requesting that the severity of the prohibitory enactments against opium may be increased. The sub-censor Xu Qiu also has laid before us a respectful representation of his views; and, in a supplementary statement, a recommendation to punish severely Chinese traitors. Opium, coming from the distant regions of barbarians, has pervaded the country with its baneful influence, and has been made a subject of very severe prohibitory enactments.
