Abstract

While Governor Bill Clinton supported the agreement that President George H.W. Bush negotiated during the 1992 presidential campaign, businessman Ross Perot in large part became an independent candidate for president during that race in large part to oppose the agreement. While there is debate over whether Perot’s famous warning about a “giant sucking sound” eventually happened, there is no question that many displaced American workers realized the importance of this agreement to their economic lives only in hindsight.
