Abstract

Democratic majority passed the treaty reflected his success at bringing the rest of the Democratic Party around to his ideas. The fact that the Democrats lost the majority of both houses of Congress in the next midterm election shows that the battle over the treaty left scars in the Democratic coalition that have not healed even today.
