Abstract

The British White Paper of May 1939 represented a reversal of policy established by the 1922 League of Nations mandate for Palestine and the 1917 Balfour Declaration. In some instances, the paper formally stated some policy changes that the British government had been making incrementally, but Jews in Palestine still saw it as a major change in policy.
