Abstract

Shortly after the United States won its independence, there arose apprehension among the smaller states like Rhode Island, Delaware, New Jersey, and New Hampshire that the greater population, resources, and territory of larger states like Virginia, New York, and Pennsylvania might overshadow them to such an extent that that they could find themselves without effective political power to safeguard their own freedom and interests.
