Abstract

On May 13, 1878, the Posse Comitatus Act was introduced in the House by Herman Humphrey, a Republican from Wisconsin, and William Kimmel, a Democrat from Maryland. First introduced as H.R. 4867, it passed the House on May 18, 1878, and the Senate on June 6, 1878. President Rutherford Hayes signed it on June 18, 1878, thus making it a U.S. federal law.
