Abstract

The first president elected after the end of the Cold War, William Jefferson Clinton hoped to lead the nation through a new era of global peace and stability. Yet, the 1990s exposed the longevity of historical factors in foreign affairs, ranging from Cold War diplomacy to the history of imperialism, to deeply rooted local and ethnic identities that grew only more important in the age of globalization. By 2001, it became clear that the international challenges of the Clinton administration had been precursors to a new age of global terror that continues to dog not only the United States but other national governments, militaries, and civilian societies.
