James H. Payne served as Quartermaster Sergeant in the Twenty-seventh United States Colored Infantry from 1864 to 1865. A Black man born in Macon County, Kentucky, around 1839, he enlisted in February of 1864 in Lima, Ohio, as a private in Company G. Within a few months, he was transferred to the quartermaster department where he was named a sergeant. He continued in service with his regiment for the remainder of the war, until he was mustered out in September of 1865.
