Abstract

Ten days after the Japanese attack at Pearl Harbor, President Franklin Delano Roosevelt issued Executive Order 9017, establishing the re-creation of the National War Labor Board (NWLB). The NWLB was a federal organization created in World War I to maintain positive relations between labor and management in the interests of maintaining industrial war production at a high level, and Roosevelt expected the renewed board to do the same thing. However, much had changed since 1918.
