Abstract

The Bill of Rights is the collective name given to the first ten amendments to the U.S. Constitution. Consistent with the amending process outlined in Article V of the U.S. Constitution, Congress proposed a series of twelve amendments in 1789, ten of which were ratified by three-fourths of the state legislatures by 1791.
