Abstract

On January 1, 1863, President Abraham Lincoln issued the Emancipation Proclamation. In late September of 1862, Lincoln had given the Confederacy 100 days to end hostilities. When the Confederacy failed to act, Lincoln exercised his authority as president of the United States to free enslaved African Americans in Confederate-held territories.
