Abstract
Representatives from Austria, Prussia, Russia, Great Britain, and France, along with other participants from across Europe, met at the Congress of Vienna in 1814 and 1815 to restore a system of authority and order interrupted by twenty-five years of revolution and war. Their attempts were only partially and temporarily successful.
