Abstract

On February 15, 2006, the 109th Congress issued the Congressional Report on the Response to Hurricane Katrina, formally titled A Failure of Initiative: Final Report of the Select Bipartisan Committee to Investigate the Preparation for and Response to Hurricane Katrina. Hurricane Katrina was one of the most devastating natural disasters in American history. On August 25, 2005, Tropical Storm Katrina turned into a hurricane as it passed over Florida, killing eleven people. By August 26, Katrina was a category 2 hurricane, prompting the governor of Louisiana to declare a state of emergency.
