Abstract

Representative Charles Diggs was a Democrat who represented Detroit, Michigan, from 1955 to 1981. The first African American to represent Michigan, Diggs was a champion of international civil rights and displayed a particular interest in American foreign aid to Africa. The essay “Indifferent—or Irresponsible? U.S. Policy on Africa,” published in the scholarly journal Africa Today in 1959, captures Diggs’s passion for assisting African countries and advancing equal treatment of African Americans in the United States. Originally published in 1954, Africa Today remains an important venue of interdisciplinary articles on contemporary African topics.
