Abstract

Ten days after the Japanese attack at Pearl Harbor, President Franklin Delano Roosevelt issued Executive Order 9017, establishing the re-creation of the National War Labor Board (NWLB). The NWLB was a federal organization created in World War I to maintain positive relations between labor and management in the interests of maintaining industrial war production at a high level, and Roosevelt expected the renewed board to do the same thing. However, much had changed since 1918. Whereas in 1918 the board had concentrated on persuading management to grant better working conditions and wages to workers and to work with unions, in World War II the board was much more focused on gender and racial issues in terms of employment opportunities and equal pay.
