Abstract
William Patterson, a Black leader in the Communist Party USA and the International Labor Defense, helped found the Civil Rights Congress (CRC) in 1946. The CRC was formed in Detroit, Michigan, through the merger of three advocacy groups: the International Labor Defense, the National Negro Congress, and the National Federations for Constitutional Liberties. In 1951 the CRC issued a petition to the United Nations, “We Charge Genocide: The Historic Petition to the United Nations for Relief from a Crime of the United States Government against the Negro People,” along with a document outlining systemic discrimination by the U.S. government. As the executive secretary of the CRC, Patterson had his passport promptly revoked following the document’s presentation to the United Nations general assembly in Paris, France.
