Abstract

This document is a cover image for Harper’s Weekly, a widely circulated periodical of the late nineteenth century. In this image, a Black man in Virginia is casting a ballot while three others stand in line behind him. This took place during first election in Virginia after the Civil War and was enabled by the Reconstruction Acts of 1867.
