The Violence Against Women Act (VAWA) of 1994 was introduced to Congress in 1993 by Rep. Jack Brooks (D-TX). It received bipartisan support and was passed by both the House and the Senate that year. President Bill Clinton signed it into law in September 1994 as part of the Violent Crime Control and Law Enforcement Act of 1994, a set of laws commonly known as the 1994 Crime Bill.
