Like other reports prepared for the U.S. Civil Rights Commission, this staff report aimed to provide as much measurable information about the public education system in San Antonio, Texas, as possible. The report ran more than seventy pages and was filled with charts, tables, and graphs outlining the findings of the staff investigation. While some politicians or groups would find the report objectionable, the data it contained supported the subjective testimony of many of the witnesses called before the commission.
