The entry of the United States into World War II on December 7, 1941, created a shortage of workers as American men and women joined the military and support services and left their civilian jobs. To support the agricultural, railroad, and other industries, the U.S. government began negotiations with the Mexican government to create a guest worker program to allow Mexican citizens to work temporarily in the United States.
