Abstract

Robert C. Byrd was a Democratic senator from West Virginia who held that position from 1959 until his death in 2010. Byrd was generally considered a war hawk, meaning someone who supported the military and government intervention in foreign aoairs. But by 2003 he was concerned about the president having too much power and taking over responsibilities constitutionally delegated to Congress. In particular, Byrd was a strong critic of President Bush’s proposed war in Iraq.
