Abstract

The ancient Romans had an empire long before their republic collapsed. The sack of the city of Rome by invading Gaulish tribes in 387 BCE stunned the Roman citizenry and gave birth to a determination that such destruction should never be allowed again. As a result, the Romans embarked on a program that some modern historians have labeled “preventive imperialism,” taking direct military action against all perceived enemies, whether or not they posed a real threat.
